Senior Development Manager – Midlands & Wales
Responsibilities:
We are seeking a strategic and results-driven Senior Development Manager to lead and drive forward key development projects through a compliant procurement process utilising the Developer Led Framework in the Midlands & Wales. This will include:
- Lead the delivery of complex, high-value development projects from inception, through the procurement process to execution and completion.
- Develop and implement robust project procurement strategies, risk management plans and delivery plans.
- Liaise with key public and private sector partners to align with regulatory procurement requirements.
- Champion sustainable practices and social value initiatives within development projects.
- Report on programme status to the Development Director, including budgets, milestones, and KPIs.
- Identify and progress new opportunities and contribute to the growth of Pagabo’s development portfolio.
- Working with our Marketing team to identify opportunities for the Developer Led framework and how best to promote them with clients.
- To represent Pagabo at relevant trade events when required.
- Support our clients with Procurement Strategies, Procurement Options Papers, Tender Documentation and Business Case’s for Developer Appointments.
- Working with clients and suppliers’ legal teams in the development of Development Agreements.
- Maintaining our Customer Relationship Management system.
- Participate in training programs to enhance job skills and knowledge, including mandatory business training.
- Work effectively with teams, departments, and stakeholders to ensure seamless operations.
- Identify challenges, suggest solutions, and take initiative to resolve issues.
- Maintain a high standard of service, addressing concerns professionally.
- Follow company policies, industry regulations, and ensure ethical and professional standards are maintained.
- Seek opportunities for growth, innovation, and efficiency.

Who is Pagabo?
Pagabo is a privately-owned public sector procurement specialist. They help public sector organisations establish and manage UK compliant framework agreements, dynamic purchasing system(s) to be used by a growing number of clients, and they also provide tailored procurement consultancy services. They’re currently based in central Hull (55 Whitefriargate, HU1 2HU), having relocated in 2021 due to their rapid growth. They have a focused team led by MCIPS qualified procurement professionals and have a balanced public and private sector ethos that deliver strong results. They’ve been successfully meeting their clients’ needs for over 10 years and are financially very robust. The role
This is a high-impact leadership role, responsible for end-to-end development support, delivery and stakeholder management. This is a home-based role (Midlands based) with requirements to travel to clients across the East and West Midlands and Wales, along with visits to our head office in Hull as and when required. This role is focused in speaking to our clients about our Developer Led Framework and assisting them with their regeneration requirements. The Senior Development Manager will undergo extensive training to learn the company’s unique culture, service offering, the strength of the Developer Led Framework and the partnerships that bring true value to Pagabo’s loyal clients.
If you’re a development professional with construction experience who’s driven, outgoing and innovative, prides themselves on service delivery, stakeholder engagement and have an advisory approach, this role will suit you. You will work closely and report to our Development Director to drive value throughout the customer consultation process. This position is a key role and requires an individual with excellent communication skills, commercial acumen and the ability to develop relationships at senior levels, acting as a pivotal linchpin between Pagabo, our clients and our development partners.

Skills and Experience:

Experience in the Development or Construction sector.

Understand the importance of good client management processes.

Experienced supporting the public sector with construction or development procurement and advising on procurement strategies.

Good knowledge of Framework Agreements, as a means of procurement.

Able to use internal systems to record information and track performance (training provided on Pagabo’s CRM, web and social media platforms).

Be competent using MS Word, Excel and PowerPoint.

Great interpersonal skills with an ability to be able to articulate internally and externally verbally, via email and be comfortable giving presentations.

Documenting processes and procedures and presenting ideas to other team members.
