Requirements:
Pagabo is one of the fastest-growing Construction, Goods and Services related framework providers for the Public Sector. Due to this growth and unique service offering, we are seeking to recruit a new Senior Framework Manager to continue to build on the wealth of capability and expertise the company holds.
- Have at least 5 years’ experience of managing frameworks or supply chains (desirable), ideally within the public sector
- Understand the importance of good supplier management processes
- Able to use CRM systems to record information and track performance
- Be competent using MS Word, Excel and PowerPoint
- Great interpersonal skills with an ability to communicate effectively at all levels and be comfortable with delivering presentations
- Documenting processes and procedures and presenting ide-as to other team members
- A creative thinker, enterprising and entrepreneurial and can demonstrate originality
- Confident, assertive, able to work independently and make deci-sions without the requirement for continuous supervision
Who are we?
Pagabo is a privately-owned public sector procurement specialist. We help public sector organisations establish and manage UK compliant framework agreements, dynamic purchasing system(s) to be used by a growing number of clients, and we also provide tailored procurement consultancy services.
We are currently based in central Hull (55 Whitefriargate, HU1 2HU), having relocated in 2021 due to our rapid growth. We have a focused team led by MCIPS qualified procurement professionals and have a balanced public and private sector ethos that delivers strong results.
We have been successfully meeting our clients’ needs for over 11 years. Our growth during the last few years was controlled and progressive, and in 2025, we are seeing further expansion as demand for our services continues to increase.

The role
Our aim is to provide the very best in compliant framework agreements and tailored consultancy services for our growing client base. Reporting the Director of Frameworks, the Senior Framework Manager will undergo extensive training to learn our unique culture, service offering, the strength of our frameworks and the partnerships that bring true value to Pagabo’s loyal clients.
If you’re a procurement and/or supply chain management professional who’s driven, outgoing and innovative, prides themselves on service delivery, stakeholder engagement and have an advisory approach, this role will suit you! You will work closely with the framework and regional delivery teams to drive value through the procurement process.
This position requires an individual with excellent communication skills, good commercial acumen, the ability to develop relationships at all levels – essentially a cornerstone.
Responsibilities:

Managing the Professional Services frameworks - Working closely with our consultants on the framework to identify and bring opportunities to the business
- Responsible for line managing a framework manager
- Working with all the consultants on the framework to promote our Construction frameworks alongside Regional Delivery Managers
- Supporting the Regional Delivery Managers with client enquiries around your portfolio of frameworks
- Representing Pagabo at relevant trade events
- Expediting and managing general enquiries
- Reviewing tender notifications for potential projects
- Working with the procurement team to manage the tender process through our dedicated portal
- Ensuring Framework targets are met and/or exceeded
