West Midlands

Requirements:

Home based role with requirements to travel to clients/supplies across the West Midlands, along with visits to our head office in Hull.

  • Experience of working in public sector procurement
  • Knowledge of the construction industry within a public sector context, including construction, Civils/ Infrastructure, and/or professional services
  • Skilled and experienced in business development within the public sector
  • Experience supporting the public sector with construction procurement and advising on procurement strategies
  • A good knowledge of Framework agreements, as a means of procurement
  • Based in the Midlands (West Midlands preferably).
  • Passionate about customer services and account management

Pagabo is a privately-owned public sector procurement specialist. We help public sector organisations establish and manage EU compliant framework agreements, dynamic purchasing system(s), and we provide tailored procurement consultancy services.

We are based in central Hull. We have a small and focused team, led by MCIPS qualified procurement professionals, and have a balanced public and private sector ethos that delivers strong results. We are in our tenth year of business and financially very strong.

The role

Our aim is to support public sector organisations throughout the UK, by providing truly innovative framework agreements, Dynamic Purchasing Systems and tailored consultancy services. Pagabo is one of the fastest-growing construction and goods & services related framework providers for the public sector.

Due to this growth and unique service offering, we are seeking to recruit Regional Delivery Managers to continue to build on the wealth of capability and expertise the company holds. This means we will keep on meeting the requirements of our growing and appreciative customers in construction projects, large and small, construction related professional services and other goods and services.

The Regional Delivery Managers will undergo extensive training to learn the company’s unique culture, service offering, and the strength of our framework partnerships that bring true value to Pagabo’s loyal clients.

Reporting to the Head of Delivery (Midlands & Wales), you will work closely within the regional team (forming part of the wider national delivery team), Framework Management Team and Procurement Team to drive value throughout the customer consultation process. These positions really require an individual with excellent communication skills, good commercial acumen, and the ability to develop relationships at all levels, acting as a pivotal linchpin between Pagabo’s central processes and clients. Duties Include:

  • arrow-rightInput into and delivery of regional business strategy to maximise use of Pagabo, and the wider Group.
  • arrow-rightEstablish and develop strong business relationships with clients (predominantly in West Midlands & Wales).
  • arrow-rightEstablish and develop strong business relationships with the contractors, and consultants.
  • arrow-rightPresent and indicate benefits of the frameworks and wider solutions (enhanced audit and transparency, increased visibility, reduced risk etc.) to potential clients.
  • arrow-rightFully support clients in the use of our frameworks to ensure best value and compliance for their procurement projects.
  • arrow-rightConsult and advise clients on the use of framework agreements, procurement strategy and further competitions, forms of construction contracts (i.e. NEC, JCT), and contract management.
  • arrow-rightOwn the delivery Pagabo services to clients with the region (liaising with our central Procurement Team) and communicating with project stakeholders to fully understand tender requirements.
  • arrow-rightRepresent the business at regional, and local levels across the sector and in other relevant forums, continually monitoring, planning and responding to the changing operating environment.
  • arrow-rightPromote an organisation wide culture of providing value through effective framework solutions and management services.

Skills / Experience Required:

  • arrow-rightKnowledge of UK procurement legislation and the latest procurement procedures.
  • arrow-rightProcurement, commercial management experience within construction and related professional services.
  • arrow-rightBasic NEC, JCT knowledge.
  • arrow-rightPassion for relationship management, customer service and delighting all clients.
  • arrow-rightIdeally have experience of working with aspects of e-business and e-procurement.
  • arrow-rightPreconstruction and procurement project management skills including stakeholder and supplier relationship management experience.
  • arrow-rightMedium to Advanced MS Office skills.
  • arrow-rightBe a ‘people person’, with excellent relationship building skills.
  • arrow-rightStrong attention to detail.
  • arrow-rightExceptional level of communication.
  • arrow-rightWilling to travel as required.
