National Framework Manager –
Works (Construction)
Requirements:
You will be expected to manage the suppliers within your allocated frameworks, by working with our Head of Construction and Infrastructure and our Regional Delivery Managers. This will include:
- Responding to client enquiries around your portfolio of frameworks
- Working with our marketing team to identify opportunities for your 3 frameworks and how best to promote them
- Representing Pagabo at relevant trade events
- Engaging with your framework suppliers to identify opportunities
- Supporting the Regional Delivery Managers with any client queries
- Expediting and managing general enquiries
- Maintaining our CRM system, compiling business dashboards, reviewing tender notifications for potential projects and formulating social value reports
- Working with the procurement team to manage the tender process through our dedicated portal

Pagabo is a privately-owned public sector procurement specialist. We help public sector organisations establish and manage EU compliant framework agreements, dynamic purchasing system(s), and we provide tailored procurement consultancy services.
We are based in central Hull. We have a small and focused team, led by MCIPS qualified procurement professionals, and have a balanced public and private sector ethos that delivers strong results. We are in our tenth year of business and financially very strong.
Our growth during 2022 so far has been controlled and progressive, and 2023/4 will see further expansion as demand for our services expands. The role
Pagabo is one of the fastest-growing Construction, Goods and Services related framework providers for the Public Sector. Due to this growth and unique service offering, we are seeking to recruit a new Framework Manager to continue to build on the wealth of capability and expertise the company holds. This means we will keep on meeting the requirements of our ever-growing client base and growing portfolio of framework agreements.
Our aim is to provide the very best in compliant framework agreements and tailored consultancy services for our growing client base.
The Framework Manager will undergo extensive training to learn our unique culture, service offering, the strength of our frameworks and the partnerships that bring true value to Pagabo’s loyal clients. I
f you’re a procurement and/or construction professional who’s driven, outgoing and innovative, prides themselves on service delivery, stakeholder engagement and have an advisory approach, this role will suit you!
You will work closely with the framework and regional delivery teams to drive value through the procurement process. These positions require an individual with excellent communication skills, good commercial acumen, the ability to develop relationships at all levels – essentially a cornerstone.
Skills / Experience Required:
- Have at least 2 years’ experience of managing frameworks (desirable), ideally within the public sector
- MCIPS qualified (but non-essential as training will be provided)
- Understand the importance of good supplier management processes
- Background in construction is favourable, but not essential
- Able to use CRM systems to record information and track performance
- Be competent using MS Word, Excel and PowerPoint
- Great interpersonal skills with an ability to communicate effectively at all levels and be comfortable with delivering presentations
- Documenting processes and procedures and presenting ideas to other team members
- A commitment to deadlines and a desire to ‘fly’ the flag for the business
- A creative thinker, enterprising and entrepreneurial and can demonstrate originality
- Infectious personality with a ‘glass-half-full’ attitude
- Confident, assertive, able to work independently and make decisions without the requirement for continuous supervision
- Be ambitious and keen to learn
